Federal Pacific Stab-Lok panels have a documented history of breakers failing to trip under overload. They have never been formally recalled, but many insurers now surcharge or refuse to write policies on homes that still have them, and most home inspectors flag them. If you have one, replacement is the standard recommendation.

Frequently, yes — in both directions. Several carriers writing in Illinois will not bind a policy on a home with a fuse box, Federal Pacific or Zinsco equipment, or active knob-and-tube wiring. Homeowners often discover this at renewal or at closing. A permitted upgrade with an inspection record is what satisfies an underwriter.

Usually yes. The service panel and the branch circuits are separate systems. Replacing the panel gives you capacity and modern breaker protection while leaving existing wiring in place. If the electrician opens the panel and finds knob-and-tube or deteriorated cloth-insulated conductors landing in it, those specific circuits need addressing, but that is not the same as a whole-house rewire.

In the Chicago suburbs a straightforward 100-to-200-amp upgrade with the panel staying in place typically runs $2,200 to $3,400 including permit. Replacing the mast, meter socket, and grounding as part of the job pushes it toward $3,200 to $4,800. Relocating the panel costs more because of the feeder rerouting and drywall repair.

It removes a negotiating point more than it adds a premium. Buyers' inspectors flag fuse boxes, undersized services, and Federal Pacific equipment, and those findings routinely turn into credit requests at closing. Having a permitted upgrade already documented takes the issue off the table.
